It is a high honor for tech enterprises in China. The National High-tech Enterprise Certification goes to those enterprises that meet the below standards:
1. An enterprise shall be registered and established for more than one year when applying for recognition.
2. Through independent research and development, transfer, donation, merger, and acquisition, the enterprise obtains the ownership of the intellectual property rights that play a core role in supporting its main products (services).
3. The technologies that play a core supporting role in the main products (services) of the enterprise fall within the scope prescribed in the New and High Technology Fields supported by the State.
4. The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise in the current year shall not be less than 10%.
5. The proportion of the total R&D expenses in the total sales revenue of the enterprise in the recent three fiscal years (the actual operation period less than three years shall be calculated according to the actual operation period, the same below) shall meet the following requirements:
a. The proportion of enterprises with sales revenue less than 50 million RMB (inclusive) in the latest year shall not be less than 5%.
b. The proportion of enterprises with sales revenue of 50 million yuan to 200 million RMB (inclusive) in the latest year is not less than 4%.
c. The proportion of enterprises with sales revenue of more than 200 million RMB in the latest year shall not be less than 3%.
The total R&D expenses incurred by enterprises in China shall account for no less than 60% of the total R&D expenses.
6. The proportion of the income of high-tech products (services) in the last year to the total income of the enterprise in the corresponding period shall not be less than 60%.
7. The evaluation of enterprise innovation capability shall meet the corresponding requirements.
8. No major safety or quality accident or serious environmental violation occurred within one year before the application for recognition.
